Finance Manager

OBJECTIVE OF THIS ROLE                                                                                  The Finance Manager is responsible for reporting on the financial performance and financial position of the Council by providing comprehensive financial and administrative oversight of Council’s   revenue streams and operational and capital costs.The Finance Manager will facilitate the accounting and financial functions of the Shire in accordance with the Local Government Act 2009, Local Government Regulation 2012, AASB and other relevant legislation.Act as a reference point for staff in regard to all aspects of the Accounting and Finance function of the CouncilOverall management and development responsibility for subordinate staff within the Organisational Structure.This position is also responsible in ensuring that Council is fully compliant with accounting standards, Fringe Benefit Tax and Goods and Services Tax legislation, the Local Government Act and Local Government Regulations and all other associated legislative requirements. The following outlines the key responsibilities of the position, but is not all encompassing:Preparation of annual operational and capital budgetsProvision of high level, quality and timely budget and financial management advice and reports to the Executive, Council and staff across the organisation.Develop, implement, maintain and review the short and long term financial planning strategies for Council (including borrowing strategies, financing strategies, investment strategies, etc.), that are incorporated into the Long Term Financial Plan.Prepare monthly financial Council reports and provide high level commentary on monthly and YTD performance for inclusion in the business papers;Responsibility for the preparation of the Annual Financial Statements in accordance with relevant accounting standards and legislative requirements;Coordinate annual financial and interim audits and ensure all year-end deadlines are met and associated working papers are completed to the external auditors satisfaction;Liaise with the internal auditor and audit committee, provide accurate and timely information as requested. Respond to and address all audit issues in a timely manner.Prepare and deliver financial reports to the Audit Committee.Initiate and prepare as required, reports to and correspondence arising out of Council and Committee meetingsAssist the Director Corporate Services with all matters relating to the Audit (Risk and Finance) Committee including research and preparation of reports and Council Agenda’s itemsQualifications:Mandatory:A current Police ClearanceHold and maintain an unrestricted C class driver’s licence.Degree qualifications in accounting or financial management;CPA or CA accreditation will be highly regarded;Previous experience in accounting leadership roles in mid to large organisations;Desirable:Knowledge of Synergysoft and Altus software (ITVision – Local Government System)Local Government experience ToApply for this position please visit https://lgaqld.applynow.net.au/jobs/PEAK407 AUD Cloncurry 4824
